MSF's Global Grading Framework

The Global Grading Framework (GGF) is a tool that provides a systematic methodology to consistently value work across Médecins Sans Frontières (MSF), regardless of where a job is located. This framework serves as a global human resources tool for grading functions within MSF, providing shared definitions and criteria to evaluate jobs, and supporting a common understanding of our workforce.

The Global Grading Framework was developed using the Korn Ferry HAY methodology, a trusted job evaluation methodology used globally by companies and international NGOs. It was then customised to the operational reality of MSF. The Global Grading Framework is used to determine the level of all jobs in MSF. Each MSF office has their own function grid that is made up of jobs that exist in that country, and documents the respective level of each job.

The Programme Function Grid (PFG) shows the Global Grading Framework level of all MSF programme functions (previously called field functions) related to MSF’s humanitarian and medical programmes, from Head of Programmes to Watchman. The Programme Function Grid is used to design work and structures in MSF projects around the world.

The Programme Function Grid will be implemented for country-based staff working in programmes (previously referred to as locally hired staff), country by country, over several years until 2030. During this implementation period, the International Field Function Grid (IRFFG) will continue to be used in parallel.
