Access to populations is limited by constant insecurity. The people of Ituri are caught in a stranglehold between different armed groups whose only objectives have been gaining control over the area. Following the logic of war, civilians have been nothing more than "tools" for meeting the groups' needs despite all existing international laws and conventions.
