Position: ITC Database Manager – Trainer – Library Referent
Location: Brussels - Belgium
Contract: Replacement of maternity leave (5 months) – 100% Full time

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 19 sections, 23 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF movement, and implements international projects and initiatives as requested.


The ITC Database manager is part of the International Technical Coordination (ITC) team and reports to the ITC coordinator. The ITC Database manager has a strong functional link in the daily duties with the project manager of the codification project.


ITC uses a computer system to maintain its data and to publish it to print, web, CD and to other computer systems.
Currently, ITC is in the process of replacing the system (the ITD system) by a new central master data system (= Unidata) in the context of the codification project. The database manager has been assigned new tasks in this project: responsible for future training and follow-up of use-cases.
The database manager is also in charge of the maintenance of field library information and the creation of an exchange platform between Bibop and ITC. The technical data manager is fully responsible to coordinate this project.


  1. ITD Database Management (present Heiler PIM 2013)
    • Technical support to the edition of the catalogues + CD Rom
      • Import technical sheets of catalogues and images in the PIM system
      • Maintain and develop links between the database and the edition of the catalogues on printed and electronic version
      • Maintain and develop all tools related to the creation of automatic links between the ITC editions
    • Maintenance of the existing International Technical Database (ITD)
      • Perform all tests and back-up to maintain the consistency/safety of the database
  2. Role of data owner and data steward for the field library data
    • Being the contact for the 5 main sections’ libraries for any request of code creation, extraction or information.
    • Set up and manage an international communication platform in order to maintain the codification standards between the different libraries
    • Coordinate and organise the library meetings with the field library referent of each MSF operational section
    • Reviewing and checking the quality of Master Data before the migration to the new master data system
    • Formalize the rules for creation of field library articles (codes, label, attributes...)
    • Explain and clarify rules to data owners (5 field library referents)
    • Publish Data Quality reports on a regular basis to the IWG/contact or technical groups and the supply referents
    • Check if Master Data abides to the specified rules
    • Collect comments and ideas to improve the rules
    • Obtain approval for rules from the Data Governance Council
  3. Trainer of all MSF staff that will use the central system = Unidata
    • Conduct training in different OC’s and supply centres on UniData
    • Assess the level of expertise and skills of trainees
    • Discover the functioning and the use of e-learning tools used in the MSF movement
    • Prepare training materials: use e-learning platform for training people and test the people on the ability to function correctly in this new system
    • Organise trainings for the coordinations at field level via e-learning platform
  4. Follow-up of the use-cases and amendments during the implementation phase of the new master data system
    • Incorporation of all use cases and foreseen and upcoming issues of the implementation process of the Codification project into the bug tracker platform MantisHub.
    • Complete user documentation for MantisHub.
    • All-over management and follow-up of the issues in MantisHub once project leader gives over this duty
  5. ITC on intranet and external website / IT Functioning
    • Supervise the website of the MSF Reference Books and maintain it in collaboration with “the guidelines” editor
    • Publish the catalogues on the intranet and update if necessary
    • Look for and follow-up of the implementation of new publication tools for the catalogues: Oops project...
    • Control and management of the ITC hardware and equipment
    • Relate with IT department of the hosting section for back-ups and general maintenance
    • Maintenance of the servers of the New ITD system
  6. UniData first level of support
    • Provide first (non technical) line of support to UniData end - user
    • Refer the technical issues to the technical person at ITC


  • Education
    • Masters degree in library and information sciences
  • Experience
    • Database management
    • Experience in designing and delivering training: physical trainings and e-learning
  • Skills
    • Familiar with Word and Excel
    • Experience with information systems
    • Languages: fluent English (both spoken and writing) and French. Dutch appreciated.
    • Organized, flexible, diplomatic, good human contacts, able to coordinate more than to decide,
    • Training skills
    • Ability to work independently
    • European travel required
