Ukraine: AIDS prevention and care

About 80% of those infected with HIV are intravenous drug users, most of whom are young and unemployed. The epidemic is raging in the mining and industrial cities to the east and in all the bigger ports, notably the Black Sea port of Odessa. So far there has been no effective response by the authorities, as the existence of an HIV/AIDS epidemic and the widespread drug abuse are largely denied in Ukrainian society.

MSF opened an exploratory mission in Ukraine in May 1999. The objective is to develop within three months a programme that contains both components of HIV/AIDS prevention (see the Moscow programme) as well as support to patients who live with HIV/AIDS.
