MSF seeks a technical manager for its intranet site "Tukul" Context Tukul is MSF's' new document-sharing intranet site. It has been created in an effort to improve the information flow within the MSF organisation. Despite the necessary security limitations on content and users, it is hoped that Tukul will soon be accessible for all MSF staff in operational centres, partner sections and field missions. For the time being it is accessible for all MSF employees working inside MSF's operational centres and partner sections. The Tukul platform was developed with a private IT service provider based in Brussels. For the daily technical support and the further development of the TUKUL platform, MSF is recruiting a technical manager. Job description 1. He or she will be responsible for fine tuning the Tukul intranet site and making it as user friendly as possible. 2. He or she will be in close contact with the different IT groups in MSF in order to fully understand their needs. 3. He or she will be the only point of contact with the IT service provider for all technical questions that cannot be solved by the different Tukul administrators in the operational and partner sections. The technical manager will be the intermediary between the user community and IRIS B2B Technologies. 4. Besides this technical relationship with the IT service provider, he or she shall also manage other aspects of the MSF contracts with this company : organize training courses, negotiate contractual amendments, etc. 5. He or she will be the international Tukul technical administrator who will work under the international community manager. The technical tasks include
Managing the Tukul technical administrators who are responsible for their section
Managing the different user communities ;
Assigning access privileges, setting up an access privilege policy ;
developing standard templates ;
managing notification schemes ;
administering keywords ;
6. He or she will enhance the application's interface by building one or more portal interfaces.
7. For the moment, the Tukul platform only uses basic security mechanisms. As a consequence, access to mobile users has not been granted yet. In order to do so, the technical manager will set up a coherent security policy. In doing so, several potential security solutions must be explored and listed. The final aim is to find a secure way for MSF's mobile users to access the intranet platform.
8. He or she will study the possibility to integrate Tukul with other technologies
9. He or she will, together with the IT service provider, develop an incident response plan. This plan will describe what can be done to limit the risk of a server breakdown, an internet breakdown, etc.
The technical manager will
have at least a 3 years' experience in technical management, preferably in an IT environment
have excellent management skills
have a good understanding of basic internet technologies : web servers, web technologies, web security issues, HTML , ASP , etc.
have excellent computer skills in standard software : MS-Office, MS Windows NT, MS Windows 2000, etc.
have good diplomatic skills. As this is an international project, it requires working in close cooperation with many people from several countries.
have very strong communication skills and be fluent at English and French. Knowledge of either Dutch or Spanish could be an asset.
be able to work independently.
be willing to learn about the platform that was used to build Tukul.
be willing to learn to develop web sites, using the technology of the IT service provider
be willing to gain experience in document management systems. Experience with document management systems is an asset
be willing to travel frequently throughout Europe to support the operational & partner sections however, he/she needs to spend at least two days a week in Brussels.
a good understanding of MSF as a movement is an asset.
